If god is omnipotent then he knows whether someone will accept him, so why create him if he's bound for hell?

It seems that if god had any mercy at all, he would just not create a being bound for eternal torture. Dont bring up free will, because thats a different issue. God being omnipotent would know the will and the outcome of all decisions we havent even made yet. So according to christian beliefs a person like Gandhi that didnt accept Jesus is in hell. So how does anyone claim God is merciful even slightly?
